Burwood’s median age at the 2021 Census was 34, eight years younger than Surrey Hills next door. That year 37.2 per cent of households were renting, and townhouses, semis and terraces made up 26.6 per cent of occupied homes. Add Deakin University’s Burwood campus, Presbyterian Ladies’ College and a Suburban Rail Loop station on the way, and EV charger installation Burwood work spans rented townhouses, new apartments and family homes near Wattle Park.
Our South Yarra EV charger installation premises at 128 Toorak Rd are about 11 km away, and we cover the suburb from there. Our A-grade electricians take care of the board, the charger, the safety testing and your Certificate of Electrical Safety, and we explain each step in plain language before we start.
EV charger installation Burwood: which side of Highbury Road?
Most of Burwood is in the City of Whitehorse, but not all of it. Whitehorse City Council’s suburb list describes Burwood as shared with the City of Monash, and on the state’s Vicmap boundaries the Monash part is the strip south of Highbury Road, roughly a sixth of the suburb.
For a charger, the council matters less than people expect. The planning rules are statewide: every Victorian planning scheme carries clause 62.02-2, which frees an EV charging station from building and works permits unless some other control expressly demands one. Your council matters mainly for overlays, local laws and public charging.
The network is the same either side of the road: the state’s distribution-area data puts all of Burwood, Monash strip included, in United Energy’s area. Its rules put wall chargers in the hands of registered electrical contractors, who also record each one on the myEnergy portal; we do that for you, and United Energy’s EV charging guidance for homes sets out the detail. One wrinkle: CitiPower’s network locator shows two answers for 3125, CitiPower and United Energy, even though CitiPower’s own network map stops short of the suburb. If you live on the western fringe near Warrigal Road, we confirm the network for your address before lodging anything.
Houses, townhouses and the units in between
Separate houses were the majority at the 2021 Census, at 57.9 per cent of occupied homes, but townhouses and semis are a big share too. Imagine a hypothetical block where one older house has been replaced by two townhouses. If each townhouse has its own meter, switchboard and garage, a charger is an ordinary home install. If they share a supply, a meter bank or a common driveway, the job needs the neighbours or an owners corporation on side first.
Cars matter too. Just under half of Burwood households ran two or more cars in 2021, so we size the first circuit with a second charger in mind. On a single-phase supply that usually means a 7 kW charger, with load management if two cars will share the capacity. If your board is full or dated, our switchboard upgrades for EV charging come first, and a 22 kW charger only makes sense with a three-phase power upgrade and a car whose onboard charger takes 22 kW on AC.
What moves the price: how far the cable runs from board to garage, the switchboard’s spare capacity, whether you are on single or three-phase power, any digging, the network paperwork and the charger itself. We list them line by line so nothing turns up later as a surprise.

Renting near Deakin: getting a charger approved
With more than a third of households renting, many Burwood drivers need someone else’s permission before a charger goes on the wall. A hardwired charger is permanent electrical work on the owner’s property, so the owner has to agree in writing before we start. We make that easier by giving your rental provider a written scope: where the charger goes, how the cable runs, what the switchboard needs and what the certificate will cover.
Our view: if you rent and your weekly driving is modest, a portable charging cable plugged into a suitable outlet may be all you need for now, and it moves house with you. If you go that way, United Energy’s advice is to plug it straight into the wall socket, never through a household adaptor or double plug, and to avoid extension leads, or use an outdoor-rated one if you must.
If you share a house
The Whitehorse Planning Scheme links growing enrolments at Deakin University and Box Hill Institute to demand for student accommodation, and share houses bring their own charging puzzle: one electricity account, several drivers. A smart charger that logs each user’s sessions, through an app or a card, lets the household split the bill fairly. Agree the split in writing before the first car plugs in.
If you own the property and rent it out
For landlords, a charger is a fixture that stays with the house. Our home EV charger installation service works the same way for investors as it does for owner-occupiers.
The Suburban Rail Loop precinct along Burwood Highway
Burwood is one of the six stations planned for SRL East, the Cheltenham to Box Hill section of the Suburban Rail Loop. The structure planning has already reached the planning scheme: Amendment GC248, gazetted in July 2026, brought in a Parking Overlay for the Burwood Structure Plan Area under which a developer’s car parking plan must identify any bays allocated to EV charging.
The precinct covers more than the station. Gardiners Creek passes through it, and Whitehorse has pointed to the Mount Scopus site at 245 Burwood Highway, currently proposed for redevelopment, as a chance for more open space. New apartment buildings in the precinct are likely to bring the same owners corporation questions Box Hill already faces, which our page on strata EV charging for apartment buildings covers. For a closer look at how that plays out, see our EV charger installation in Box Hill page.
Creek-side and tree-lined blocks
About an eighth of Burwood sits under a Significant Landscape Overlay, most of it the Gardiners Creek corridor. Schedule 11 protects the creek’s vegetation: removing or lopping anything at least 6 metres tall, or with a trunk 0.4 metres across or a canopy 4 metres wide, needs a permit. Within 50 metres of the creek’s top of bank, new buildings and works generally need a permit.
Clause 62.02-2 still exempts the charging station itself, so a unit on an existing garage wall is rarely the issue near the creek; the attention goes on what surrounds it, such as a new carport, a trench or a branch that has to go. South of Highbury Road the Monash Planning Scheme applies instead, so on those blocks we check its overlays before planning a trench.
Wattle Park, Burwood Cemetery and the heritage question
Here Burwood is simpler than Surrey Hills to its north. Only about 5 per cent of the suburb sits under a Heritage Overlay, and most of that is Wattle Park on Riversdale Road, a Victorian Heritage Register listing, and Burwood Cemetery on Burwood Highway. For the vast majority of Burwood homes there is no heritage trigger at all.
If your property is one of the few inside a Heritage Overlay, the test is visibility: a charger that can be seen from a street (lanes excepted) or a public park needs a VicSmart permit, and one out of sight does not.
For public charging nearby, Boroondara runs two Chargefox chargers in the Burwood Village car park at 238A Warrigal Road, Camberwell.
Frequently asked questions for Burwood renters, landlords and share houses
Is my Burwood home in Whitehorse or Monash, and does it change anything?
North of Highbury Road you are in Whitehorse; the strip south of it is in Monash. Your rates notice confirms it. For a charger it changes very little, because the planning exemption for EV charging stations applies statewide.
Why does the postcode lookup show CitiPower as well as United Energy for Burwood?
The CitiPower and Powercor locator works by postcode and lists both networks for 3125, but CitiPower’s own network map stops short of the Burwood locality and the state’s distribution data puts the whole suburb with United Energy. We confirm it for your address before any network paperwork goes in.
My rental provider has agreed. What do you need from them?
Written approval for the work, access on the day, and agreement on who keeps the Certificate of Electrical Safety and the charger’s warranty paperwork. We send the owner the same scope you see.
We share a house near Deakin. How can we split the charging cost?
Choose a smart charger that records each driver’s sessions, through an app or an access card, so the household can divide the bill by actual use. The owner still has to approve the installation first.
Is a 22 kW charger worth it on a three-phase supply?
Only if your car can accept 22 kW on AC. The car’s onboard charger caps the AC rate, so we check your model before recommending a unit, and if it accepts less, a smaller charger will charge it just as fast.
Can a charger in Burwood run on our rooftop solar?
Yes, with a smart charger set to follow your solar generation. Solar Victoria points out the trade-off: solar that goes into the car during the day is not there for the evening, and a home battery is how you bank daytime solar for night-time charging. If the charger ramps with network conditions, United Energy requires it to be registered on myEnergy too.
